Rate limits
Per-key and per-IP request limits.

Limits use fixed one-minute windows shared across all Privy servers. Every response includes X-RateLimit-Remaining and X-RateLimit-Reset; when you exceed the limit you get 429 RATE_LIMITED with Retry-After.
